CQShines Foundation Board
The CQShines Foundation Board oversee our charity to ensure we are delivering accountable performance and sustainable growth in accordance with charitable objectives.
Each Board Member is appointed by the Queensland Governor in Council in conjunction with the Minister for Health. The CQShines Foundation General Manager is accountable to the Board, and the Foundation team report to the Foundation General Manager.

Kalair McArthur
Introducing CQShines Foundation Deputy Chair, Kalair McArthur. ️
With over 15 years of experience in regional and remote economic development, Kalair understands the importance of accessible and high-quality healthcare in sustaining and growing communities.
Kalair experienced first-hand the life-saving benefits of telehealth services and access to specialists when her son fell critically ill on a family camping trip.
Having lived with epilepsy for 26 years, Kalair is also familiar with the challenges of having a chronic illness while living regionally. She is passionate about advocating for the support needed for families and individuals in regional areas to thrive and contribute to their communities.
We are proud to have Kalair on board with us, and we look forward to working together to improve access to healthcare for all Central Queenslanders.

Narelle Pearse
Narelle is the Chief Operating Officer at CQUniversity. Previously the CEO of the Mackay-Isaac-Whitsunday Regional Economic Development Corporation, Narelle was part of the inaugural board for the Mackay Hospital Foundation.
Born and raised in Central Queensland, Narelle is familiar with the challenges the current healthcare system presents. Narelle feels it is only fair for Central Queenslanders to receive the same standard of care as the major cities. She also recognises that healthcare is a significant factor in drawing people to and keeping people in regional towns.
Narelle is eager to leverage her role on the CQShines Foundation board to help support and promote exceptional healthcare for all Central Queenslanders.

James Kelaher
James is a seasoned professional with expertise in financial transformation and business development and brings a wealth of experience to the board.
James has previously worked with the Central Queensland Hospital and Health Service, where he gained a deeper understanding of the region and its people.
He has also worked with the Republic of China and is working in the Middle East on a transformative project for the region’s leading hospital group.
James is an avid outdoors person, spending time in Rocky, Gladstone, and Keppels areas. He is a lover of country music, four-wheel-driving and horse riding (he relishes the opportunity to ride Arabian horses on long rides in the desert dunes when visiting the Middle East!).

Dr Tina Janamian
Introducing CQShines Foundation Board member Dr Tina Janamian.
With over 15 years of senior leadership experience, she’s a dynamic leader in healthcare transformation, workforce development, and health services research. As a member of the ISQua Accreditation Council and Director on not-for-profit boards, she brings extensive expertise to the table. She’s also a member of international editorial boards and a reviewer for reputable medical journals.
Beyond her impressive professional credentials, Dr Janamian is also a proud parent. In 2022, her daughter commenced her studies as the first cohort in the CQU/UQ Regional Medical Pathway program, strengthening her interest and connection with Central Queensland.

Graham White
Introducing CQShines Foundation Board member Graham White.
Graham currently serves as the Director of Sector Engagement and Communications at the Aboriginal and Torres Strait Islander Legal Service (QLD) Ltd in Brisbane.
As an Iman man through his grandmother’s connection to the Taroom Mission, Graham is passionate about promoting access to basic human rights for Aboriginal and Torres Strait Islander communities and improving health outcomes for his people. He is committed to utilising his expertise to support accountability and transparency in decision-making processes and drive positive change in Central Queensland.
Graham is driven to make a difference and help improve health outcomes for families while preserving a sustainable future for generations to come.

Venkat Phanindra Peteti
Introducing CQShines Foundation Board member Venkata Phanindra Peteti. ☀️
Venkat has over 15 years of experience in leadership roles and is passionate about values-driven service and leadership culture. He’s dedicated to strengthening the service delivery ecosystem.
Venkat is the Director of Corporate and Community Services at BANANA SHIRE COUNCIL. Venkat has held several board roles supporting aboriginal girls’ education, volunteer management, and health and well-being. He is also currently mentoring a For Purpose Board based in Central Queensland.
